However, Energy Innovation NL has observed that this information does not always effectively reach its target audience of innovative companies in the energy sector. Start-ups and scale-ups, in particular, often lack the knowledge and capacity to keep up with these developments. During a roundtable discussion with the sector in late 2025, it became clear that some had heard of these regulations. However, participants often did not know exactly what they entailed or whether these rules applied to them. This revealed a need for greater clarity and a better understanding of digital legislation.</p><p>Energy Innovation NL and RVO have developed a guide to provide startups and scale-ups with insight into the most important digital laws and regulations for EMS. The guide examines various types of EMS solutions (products, services, combinations) and the rules that apply to them. The guide provides an initial introduction to these regulations and refers readers to sources, resources, and other tools developed by the government. The information is intended as guidance only, and no rights can be derived from it.
